Academic and theoretical contributions
First, the dissertation contributes to systematizing and further clarifying the theoretical basis for the impact of economic openness on sustainable development. Within the scope of the dissertation’s literature review, previous studies often approached economic openness and sustainable development from separate aspects, while studies that examine this relationship from a more comprehensive perspective remain limited, especially those considering the impact of openness in terms of trade, foreign investment flows, and the core objectives of sustainable development. By inheriting and selectively reviewing relevant theories, the dissertation further clarifies the direction, magnitude, and nature of the impact of economic openness on sustainable development across economic, social, and environmental dimensions.
Second, from the perspective of economic management, the dissertation demonstrates the role and necessity of the State in regulating the relationship between economic openness and sustainable development. This approach helps further clarify the role of state management and of policies for leveraging and responding to the impacts of openness in order to promote positive effects, limit negative effects, and thereby orient the integration process toward the goal of sustainable development.
Third, the dissertation adds theoretical arguments on the relationship between economic openness and sustainable development in a developing economy with a high level of integration such as Vietnam. The research results show that openness may create a driving force for growth; however, these positive effects do not automatically translate into sustainable development if the economy remains highly dependent on imported inputs, the FDI sector has weak linkages with the domestic sector, technology absorption capacity remains limited, and the quality of institutions and the effectiveness of policy implementation have not yet met the requirements for in-depth development.
Fourth, the dissertation strengthens the theoretical arguments on an appropriate openness threshold to harmonize the core objectives of sustainable development in Vietnam. Based on the quantitative analysis results, the dissertation shows that the impacts of trade openness and foreign investment flows differ by threshold and by development objective. The findings suggest that trade openness should be maintained at a level consistent with the economy’s absorptive capacity and with the need to harmonize the objectives of sustainable development. This further consolidates the theoretical basis for examining the impact of economic openness on sustainable development. In addition, the dissertation supplements conditions surrounding this impact, such as the role of the State in managing and regulating impacts toward sustainable development, policy uncertainty, diversification of export and import markets, and spillovers and linkages between the FDI sector and the domestic sector in the relationship between economic openness and sustainable development. Accordingly, it further reinforces the theoretical foundation for the relationship between these two major issues of the economy.
Practical contributions
First, the dissertation provides a relatively systematic picture of the current state of economic openness, sustainable development, and policies for leveraging and responding to the impacts of economic openness in Vietnam during the research period. The dissertation clarifies the rapid increase in openness through trade in goods and foreign investment flows, while also identifying unsustainable manifestations in growth, resource-use efficiency, income distribution, human development, and the environment.
Second, the dissertation adds empirical evidence and identifies several important practical issues in the impact of economic openness on the core objectives of sustainable development in Vietnam. The research results show that economic openness, especially FDI and exports, plays a certain role in growth and integration; however, the impact of openness is not entirely positive for sustainable development. The prominent issues identified by the dissertation include: heavy dependence on imported inputs; the dominant role of the FDI sector in imports and exports; the phenomenon of “importing for export”; weak linkages between the FDI sector and the domestic sector; supporting industries and domestic enterprises that have not developed commensurately; limited technology absorption capacity; low resource-use efficiency; the risk of increasing income inequality; and environmental pressure. These findings indicate that economic openness should be assessed not only in terms of the scale of trade and investment, but also in terms of quality, spillover capacity, and contribution to sustainable development.
Third, the dissertation strengthens the practical basis for determining an appropriate openness threshold to harmonize the core objectives of sustainable development in Vietnam. Based on the quantitative analysis results, trade openness should be maintained at 155-162% of GDP, while foreign investment flows should be maintained at above 4 to 5.4% of GDP to ensure harmony among development objectives. This result can serve as a reference for policy management, indicating that a massive expansion of economic openness may produce adverse outcomes for sustainable development objectives, reduce resource-use efficiency, restrain growth, or create disadvantages for human development. On this basis, the dissertation supports policymakers by emphasizing that the expansion of trade openness and the attraction of foreign investment should not focus solely on scale, but should also be consistent with the economy’s absorptive capacity and with the need to harmonize sustainable development objectives.
Fourth, the dissertation provides additional practical foundations for adjusting trade policy, foreign investment attraction policy, and sustainable development policy in Vietnam in the next period. By combining an analysis of the current situation, policy analysis, and quantitative results, the dissertation clarifies several priorities in economic management, including: limiting the adverse impacts of policy uncertainty on trade and investment; diversifying export and import markets to reduce dependency risks; strengthening linkages between the FDI sector and the domestic sector; developing supporting industries; improving institutional quality and policy implementation effectiveness; controlling environmental impacts; promoting technological innovation; and enhancing the economy’s absorptive capacity.
Fifth, the dissertation proposes orientations, policies, and solutions to promote the positive impacts and limit the negative impacts of economic openness on sustainable development in Vietnam by 2030, with a vision to 2045. The dissertation’s proposals are oriented toward shifting from expanding openness in breadth to exploiting openness in depth; from attracting FDI in terms of quantity to selecting high-quality capital flows; and from growth that relies heavily on imports, exports, and external investment to the development of endogenous capacity, the enhancement of economic resilience, and the assurance of harmony among economic, social, and environmental objectives.
